This engine creates the programme-authority profile and the initial IAS acceptance review as one governed case. The programme code becomes the shared identifier across IAS, the Terra Vita Hub, FieldTrace, Capital-Flow Readiness, Project Authority Lock, Funding Spine and controlled exports.

Authority boundary

Every case begins at IAS-0. Terra Vita structures the governed review; the project or programme authority retains implementation responsibility, and receiving institutions retain all funding, regulatory, assurance and acceptance decisions.
