Programme and project cases

Every Terra Vita case follows one canonical structure: a programme-authority profile, a separate IAS acceptance review, Step 0–6, AC-01 through AC-08, explicit authority and reliance boundaries, exception handling, assurance, controlled release and external institutional outcomes only.

Authority boundary

Each case begins at IAS-0. Terra Vita structures the review. Project authorities retain programme responsibility, and receiving institutions retain all funding, regulatory, assurance and acceptance decisions.

No institutional outcome is created automatically. The engine creates only the programme-authority profile and IAS-0 acceptance review. Step 0–6 and AC-01–AC-08 are created by the governed database route.

Jazira, CARH Ukraine and Opuntia Namibia remain the foundational cases. Every future case is registered through the same canonical engine and uses the programme code as the cross-system identifier.
